The Finance & Audit Capacity Building Project has been working with the Internal Audit Department of the Palestinian Ministry of Finance and other ministries to improve the credibility and integrity of the Palestinian Authority’s (PA) public finance system, and strengthening the PA’s ability to account for all revenues and payments and produce financial statements fully compliant with international financial reporting standards. Major responsibilities include:

n     Process Flow Mapping: Review business and accounting processes and internal controls, identify weaknesses and propose revisions.

n     Human Resource Assessment: Identify staffing gaps & training needs of internal audit and accounting personnel in the PA Ministries/Institutions.

n     Training material development; provision of technical training.

n     Supervise assigned local staff.

n     Preparation and formatting of reports, papers and marketing materials.

Capacity Building & Sustainability Team

As Coordinator for Maram’s Sustainability and Capacity Building Unit, was responsible for working with the Team Leader to develop and implement strategies to build and strengthen local institutional capacity to provide health services in the West Bank and Gaza. Major responsibilities included:

n     Prepare organizational assessments of counterpart organizations to determine potential initiatives to strengthen the capacity of these organizations.  Critical areas of assistance might include, but are not limited to, management systems, revenue generation strategies, financial management systems, cost containment strategies and management information systems.

n     Evaluate the management information systems of counterpart organizations, design and implement initiatives, as appropriate, to strengthen the capacity of counterpart organizations to collect, manage and use information effectively.

n     Assist service delivery organizations to improve routine reporting forms, reports, information flow, and organizational structures functions and engage them in strategic planning.

n     Help determine areas for technical collaboration with other teams to strengthen the capacity of Maram grantees (both pre-award and during grant implementation).

n     Provide training on financial reporting and USAID rules and regulations.

n     Discussed and analyzed the needs for the Palestinian Accounting profession with regional and international institutions, like the World Bank, IMA (Institute of Management Accounting), and IFAC (The International Federation of Accountants).

n     Managed the adaptation process of International Accounting Standards (IAS) in Palestine. Co-supervised the adaptation of International Standards on Auditing (ISA).

n     Developed training material for the auditing course and conducted training sessions in major Palestinian cities. Subjects included: auditing, internal control, accounting and financial reporting.

n      Introduced the international accounting and auditing course in major Palestinian Universities as part of the Curriculum Development responsibilities.

n      Lectured and taught IAS/ISA course at Hebron, Birzeit, and Al Najah.

n      Worked very closely with commerce faculties and accounting departments to develop accounting curriculum based on UNCTAD guideline and IFAC (International Federation of Accountants) rules. These universities included Birzeit, Al Najah, Hebron and Al Azhar University in Gaza.
